UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest poll of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising savings to weather increasing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to raise council taxes next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils this week also found council budgets being stretched by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” noted the report.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The data underscores the scale of challenges facing local leaders across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
